Balticon is on Memorial Day weekend because in 1997 at the DC convention (Disclave), there was a flood (http://www.wsfa.org/disc97/water.htm) leading to cancellation of Disclave 98, 99 and 2000. Balticon jumped from Easter weekend to Memorial day weekend in 2001, when it became clear that Disclave didn't need that date anymore.
